Heather Croson is the Chief Operating Officer and Interim Executive Director for Randolph County Housing Authority. Heather manages the day-to-day operation of both RCHA and the partner organization, Highland Community Builders.  In addition to her operational duties and other ongoing projects, Heather manages sales and development at Highland Meadows, a single-family neighborhood in Elkins, West Virginia, the Rural Community Development Initiative Grant,  housing development projects and marketing & outreach for both RCHA and Highland Community Builders. Heather has a Bachelor’s degree in Mathematics from East Stroudsburg University. Her past experience includes Operations Management and Underwriting in the life insurance brokerage field. Heather enjoys boating and traveling with her husband and 2 children.

Lisa Shaffer

Lisa Shaffer serves as the Housing Manager for RCHA. Lisa started her career in affordable housing in 2001 with the HomeOwnership Center, Inc., a sister agency of RCHA. She began in the role of Housing Counselor and in 2007, she became the Loan Originator. Lisa started her employment with RCHA in 2009 as an Occupancy Specialist in the Housing Choice Voucher (HCV) Program. In 2012, she was promoted to the Manager of the HCV Program, which includes the Family Self-Sufficiency Program and Section 8 to Home Ownership Program. She was a founding member of the Randolph County Coalition to End Homelessness and began managing a program for the homeless population in 2016. Lisa is a 2000 graduate of West Virginia University where she received a Bachelor of Science in Business Administration.

Lexi Taylor is the Program Manager for the Supportive Services department of RCHA.  Lexi has been with RCHA since August of 2021, where she began as the Program Assistant for the Financial Opportunity Center. Since then, she has assisted with grant applications for all three major sources funding the Supportive Services Department and has overseen the implementation of multiple workforce training programs. Prior to her promotion to Program Manager, she served as the Supportive Services Assistant Manager and the Interim Program Manager. Lexi enjoys spending time with her spouse and two children, camping, and musical theatre.

Courtney Basil is the Program Manager for YouthBuild. Courtney has a Bachelor’s degree in Communications, Public Relations and Sports and Exercise Psychology from West Virginia University. Her previous professional experience includes over 5 years in Career Development helping graduates find employment in the medical field. She enjoys spending time with her family and friends.
