Karen Jacobson serves as Executive Director of the RCHA. In addition to executive duties, she manages housing development projects and serves on the boards of two nonprofit housing groups. Karen has an MBA from Boston University and a WV Contractor License in General Building. Her past experience includes leadership roles in the fields of community economic development, lending, and social services. Karen loves to cross-country ski, climb and hike in the high Alleghenies.
Mindi Broschart is the Chief Financial Officer (CFO) for RCHA. Mindi started as a bookkeeper at RCHA and now heads the Finance Department, which takes care of our three sister agencies’ finances, as well. She has a BS in Accounting from Fairmont State University. She enjoys her role as it involves her in many aspects of the affordable housing field where her finance lens often adds value to our projects.
Jay Judy serves as Development Manager for RCHA. Jay is a licensed contractor with over twenty-five years of construction experience, half of these with RCHA. Jay oversees two construction crews (one of which is operated through a YouthBuild program) producing 8-10 units of housing per year. He is responsible for managing the production of scattered site housing in a three-county area, maintaining a high standard of quality, and incorporating techniques and materials that make the units very energy efficient.
Michelle Phares is the Program Manager and Case Manager at YouthBuild North Central in Elkins WV. Before joining the YouthBuild team in 2011, Michelle worked with young people and their families as Admissions Director at a unique therapeutic short-term wilderness program with an academic component from 2001 -2009. As a Certified Life Coach, Michelle joined a long term residential program in Canaan Valley WV in 2010, working with young adult clients aged 18 and up, developing and teaching a life skills curriculum and providing opportunities for each of them to develop independent, functional and happy lives with a high level of quality. Michelle’s ability to share compassion, love and hope was developed through overcoming her own struggles and challenges. She has been working with adolescents, young adults and families for nearly 20 years.
Lisa Shaffer serves as the Housing Manager for RCHA. Lisa started her career in affordable housing in 2001 with the HomeOwnership Center, Inc., a sister agency of RCHA. She began in the role of Housing Counselor and in 2007, she became the Loan Originator. Lisa started her employment with RCHA in 2009 as an Occupancy Specialist in the Housing Choice Voucher (HCV) Program. In 2012, she was promoted to the Manager of the HCV Program, which includes the Family Self-Sufficiency Program and Section 8 to Home Ownership Program. She was a founding member of the Randolph County Coalition to End Homelessness and began managing a program for the homeless population in 2016. Lisa is a 2000 graduate of West Virginia University where she received a Bachelor of Science in Business Administration.
