At the Randolph County Housing Authority (RCHA), our mission is to promote strong, thriving communities and improve quality of life for individuals and families across Randolph, Barbour, Tucker, Lewis, Upshur, and Pendleton counties. Through comprehensive housing solutions, workforce development programs, and strategic partnerships, we aim to foster resilience, self-sufficiency, and economic growth.

Who We Are
Since our founding in 1979, RCHA has grown from a home-repair initiative to a multi-faceted organization addressing critical needs in housing, workforce training, and community development. With over 40 years of experience, we work with federal, state, and local partners to deliver impactful solutions.
Today, we are more than a housing authority—we are community builders. Through innovative programs and strategic partnerships, we offer:

What We Do
RCHA delivers comprehensive services designed to meet individuals where they are and help them achieve their goals.
Affordable Housing
- Administering Section 8 Housing Choice Vouchers for over 700 families annually.
- Developing, renovating, and managing affordable housing units in partnership with Highland Community Builders and Woodlands Development Group.
Workforce Development
- Training adults in healthcare, heavy equipment operation, manufacturing, retail, and hospitality.
- Empowering young adults through our award-winning YouthBuild program, combining GED preparation with job training.
Emergency Support
- Providing pathways to permanent housing through training and support.
- Offering programs and resources for those overcoming substance use challenges.
Community Development
- Supporting homeownership through our sister organization, the HomeOwnership Center, which offers credit counseling, financial education, and affordable loans.
- Partnering on downtown revitalization and infrastructure projects to strengthen local economies.

- Financial Stewardship: Demonstrating responsible use of funds from partners like the USDA, ARC, HUD, and the Benedum Foundation.
