Landlord Information
Become a Section 8 Landlord
RCHA invites property owners and landlords to realize the benefits of participating in the Section 8 program. Through Section 8, you are guaranteed to receive the Housing Assistance Payment (HAP) portion of the tenant’s rent each month, as long as they are in the program.
Your participation as a landlord helps build healthy, diverse neighborhoods by providing safe and well-maintained housing for those who may not otherwise have access to affordable housing.
Housing Software Solutions (HAB)’s HMS Payment Access for Landlords (PAL) allows you to view payment history, receive email notifications of payments, and more.
Landlord Obligations
Your obligations under the Section 8 Housing Voucher Program include:
- Providing safe, decent, and sanitary housing at a reasonable rental rate.
- Ensuring the unit meets Housing Quality Standards.
- Keeping your agreement to provide utilities as agreed to in your RCHA contract and the lease with your tenant.
- You must accept direct deposit.

RCHA’s Obligations
RCHA administers the Section 8 Program throughout Randolph, Barbour, Tucker, Lewis, Upshur, and Pendleton counties. Our obligations under the Section 8 Housing Voucher Program include:
- Helping tenants find suitable housing.
- Verifying the tenant’s program eligibility.
- Inspecting each rental unit at least annually to verify compliance with Housing Quality Standards.
- Providing HAP payments directly to participating landlords on behalf of participating Section 8 tenants.
- Terminating HAP payments when a landlord fails to meet the “owner’s obligations” under the lease.
