RCHA proudly partners with multiple non-profit organizations that promote homeownership, downtown redevelopment, and small business lending services. As a non-traditional housing authority, our strong community partnerships are essential to helping us execute on our mission to promote strong communities and a healthy quality of life throughout North Central West Virginia.
Highland Community Builders
Highland Community Builders (HCB) is a non-profit organization whose mission is to develop, construct, manage, and finance all types of real estate properties; provide education, social services, and community development services; and promote and support the mission, activities, programs and operation of RCHA. HCB was founded in 2005 by RCHA to provide support for an array of programs and projects that meet housing, workforce development, and social service needs in our community.
HCB provides property management services to apartment owners and provides turn-key development for homebuyers at the Highland Meadows subdivision.

HomeOwnership Center, Inc.
HomeOwnership Center (HOC) is a non-profit, community-based lending, advising, and educational resource for individuals and families of all income levels. Through its vast network of partners, HOC provides competitive, affordable traditional and specialty home loans, and assistance to help individuals and families achieve their goal of owning a home in North Central West Virginia. Programs for first-time home buyers include credit counseling, home buyer education, and home loans. A variety of financial advising and educational courses are available, as well as assistance for refinancing existing homes, accessing funds to make homes more energy efficient, and making home accommodations for medical conditions.
HOC offers a variety of programs to assist first-time and repeat home buyers, those who were previously turned down by other lending institutions, and home buyers interested in finding the best loan option for their individual circumstances.

Learning Center and Workforce Program Partners
These workforce training programs are supported by various grants and partners who provide funding and resources:
ARC Inspire
This program is 80% funded through the Appalachian Regional Commission (ARC). The total funding from ARC is $446,980. 20%/$111,803 is funded by other non-federal organizations.
HRSA Rural Health Grant
100% funded by the Federal Office of Rural Health Policy. The total federal funding for this program is $1,544,883.
DOL-ETA Workforce Opportunity for Rural Communities (WORC 4)
This program is 100% funded with federal money. The total federal funding amount is $1,440,438.
Our Funders
RCHA is supported by a network of federal, state, and local funders, as well as private foundations that provide the financial resources to sustain and expand our programs.
These contributions empower us to serve over 1,500 individuals annually, equip participants with job certifications, and develop sustainable housing solutions.
